MORNING BRIEFING: Mayor's budget proposal, North Korea's warning, and a sixth grader's plan to brew beer in space

Mayor Condon released his 2014 budget proposal yesterday. His budget includes hiring 25 new police officers, restoring services at a South Hill fire station and adding $2.5 million into street maintenance. (S-R)

Senate Democratic leaders are planning to introduce a measure this week to raise the federal government's borrowing limit — otherwise known as the "debt ceiling" — to avert U.S. default. (AP via SF Chronicle)

Physicists Peter Higgs and Francois Englert won the Nobel Prize in Physics for predicting the existence of the Higgs boson, the so-called "God particle." (The Verge)

North Korea's latest empty threat to the U.S. warns of an "unexpected horrible disaster," "disastrous consequences," and military forces who are "fully ready to promptly launch operations anytime." South Korea and the State Department agree it's bullshit. (Reuters)
