The city of Spokane has not been given the power to engage in economic development. It has been charged with certain very specific functions -- police protection, fire protection, roads, certain utilities, land use planning and code enforcement, parks, libraries, and so on. The city is not a "chamber of commerce." The city should stick to its basic mission. Anything else is politics. Worse than that, such politics is only measured by the "good things" various and sundry elected officials would like to have the city spend its precious resources on. The city should stick to necessary things, not the passing whims of "good things." Or, not to be trite, "if you build it, [take care of the necessities] they will come."
Individuals have a right of freedom of speech. Individials have a right of association. If a corporation is made up of individuals why would it not have freedom of speech, why would it not be allowed expression?
