The cops have worked out a locker room tutorial to get around any consequences and / or negate the tracking process. They'd never agree to go along with it any other way.

And let's get real about something......the police don't do anything they don't want to do. Spokane doesn't have a few bad apples. It has a bad barrel of apples. Until the police guild is broken, there will be no accountability.

Sounds like the vote on Proposition 1 was kicked aside, dismissed.
The police, once introduced as public servants with the duty to protect and serve, has become an occupying force with no accountability and closely resembles a protection racket. The first thing bargained away was transparency. We don´t even know who is doing the bargaining, let alone what they are bargaining for, and how much of our rights are being traded away in the name of security.
Sadly, our city council is made up of weak people, and it´s unthinking to put these unqualified people up against the thugs of the police guild. Like sending the church lady down to deal with MS-13.
