I'm pretty sure this country was set up so that people could rule themselves. This whole federal-vs-state-vs-local law dispute is found again at the center of an issue. It all comes down to how threatened the union of our country is by the will of voters. In this case, I'm sure the USA and the world at large would survive having an ombudsman and an accompanying commission opening investigations that would result in changes within the Spokane police department, including the termination and or re-arrangement of certain employees. These men and women are public servants. To me, the idea that setting up a citizen watch over our police department - that was approved by voters in order to deter maladministration and rights violations - has found resistance is disturbing.
