It is unfair to paint the institutions that are set up to care for these people black without reviewing the other side of the story. Mental illness is very unpredictable. People who have partially stabilized can maybe convince themselves and others that they are perfectly stable, but are they? When hospitalized, they do not have access to drugs or alcohol. Back on the outside, if temptations come and the former patient starts using drugs and/or alcohol, quits taking their prescribed medications, or even just under the stress of life, a person can quickly become unstable. And I think that the courts have much more power than the hospitals in deciding who gets to go home and who does not.
