Requiring the officers watch the videos seems to me to be a reasonable step. Just about everything mentioned in the videos was ignored in the case of Arfee. If indeed the official report says a pit bull lunged at the officer through an open window then there was an obvious lie on the report and the officer should face criminal prosecution. The shooting of a dog in this instance is not the overriding issue; news reports seem to say the officer had his gun already out and was intent on blowing away anything that startled him.
There are many good police officers who have not been offered training on how to deal with dogs. Perhaps those of us in the animal community could offer training similar to what’s shown on the film rather than just criticizing the officers for not having it.
