Ruthless, Brooklyn-born mobster Mickey Cohen (Sean Penn) rules 1949 Los Angeles with an iron fist, reaping ill-gotten gains from drugs, prostitution and gambling. Not only does Cohen have an army of paid goons at his disposal, but he also has certain police and politicians in his pocket. It's enough to intimidate even the bravest cop, until LAPD mavericks Sgt. John O'Mara (Josh Brolin) and Sgt. Jerry Wooters (Ryan Gosling) form a secret crew to bring Cohen to justice.
