An Airway Heights man has been arrested on kidnapping and rape charges after police say he kidnapped a 2-year-old boy from Spokane yesterday. (KXLY)

The Washington State Liquor Control Board has approved the lottery process it will use to determine which of the 2,100 applicants in the state will receive licenses to open recreational marijuana retail shops. (Inlander)

State auditors say the Idaho Department of Health and Welfare misspent $2.5 million in federal welfare funding on salaries instead of using it to help pay for Idaho’s poorest residents. (S-R)
