The Washington Supreme Court ruled that counties must make sure there's enough available water before issuing permits for new developments. Many fear this will halt development among property owners, like Jackson, who want to build a home in rural parts of the county. Jackson purchased 10 acres in September 2016 and received a permit to build his house on October 21, 2016, which was right within the deadline set to build new developments due to the state supreme court ruling.
