I don't claim to be an expert on this subject, but I did work at UGM for 6 years and one of the biggest things I learned was that homelessness is a very complex subject and that helping people struggling with homelessness and addiction presents many challenges.
Molly, I understand your question about why UGM will not allow people who aren't sober to stay at the shelter. I wondered the same thing when I started getting involved there. UGM is dedicated to helping addicts break the cycle of their addiction, and for those people attempting to do so, it is critical that they be in an environment free of drugs, alcohol and others who are under the influence. That, from what I understand, is the main reason they require sobriety. They created that policy knowing that there are other places nearby where people who are under the influence can go to receive shelter and make an attempt at sobering up before they come to UGM. Collaboration between the agencies in Spokane who serve the homeless is imperative, and UGM chooses to specialize in helping people who are ready to make big life changes and end their addiction/homelessness permanently, while letting other places focus on serving those who need more temporary relief. Hope that at least gives you some idea of their reasoning.
I know UGM isn't perfect but I have one other thing to say. Whether or not I agree with all of their decisions, I do take comfort in two things: the people who are working there and implementing these policies 1) have years of experience and know a lot more about serving the homeless than most folks (certainly more than I do) and 2) really, really genuinely care about the people they are attempting to help and truly believe that the policies they are putting in place will ultimately do more good than harm. I know many of these people personally and not one of them lacks a true passion for serving those in need!
