Quest Card

This is for the lady shopping at the Hillyard Safeway the morning of 9/16. After you paid for your groceries with a Quest card I walked out behind you & watched you get into a beige Cadillac Escalade with custom wheels. You are why this program & the people using it get a bad name. Stop stealing my tax dollars & leave them for the people who really need help.
