Starting today through Dec. 31, the council will be accepting applications for the position.
To apply, residents need to have lived in District 2, which includes the South Hill and much of downtown, since at least Jan. 13, 2019.
In addition to the link above, applications can be found at the City Council offices on the seventh floor of City Hall, and at the service desk on the first floor of City Hall.
They need to be turned in to the City Clerk's office no later than noon on Dec. 31.
On Jan. 13, the council plans to hold a public meeting and interview four to six of the best applicants. The council will likely go into executive session after that to discuss the candidates, then return to public forum to vote on the person who will take the open seat.
Whoever is appointed will then need to run for re-election in 2020 if they want to keep their seat.
Spokane County Democrats Chair Ed Wood said he hadn't heard from anyone asking him or the party for help in applying for the position, but he's also been out of town off and on since the election.
Reached by phone on Thursday, Andrew Biviano, the former chair of the County Democrats and an attorney at the same law firm as Beggs, said he's considering applying, but didn't want to say for sure one way or the other just yet.
Outgoing Council President Ben Stuckart says he is "100 percent absolutely not" applying for the opening, nor would he apply for any of the new positions the council intends to create under its proposed budget, which will come up for a vote next week.
"I will not be applying for these jobs in City Hall," Stuckart says. "It's time for a change outside of that venue. Eight years is a long time in a political place like that."
Stuckart says he's not sure yet what his next career move will be, but he hopes to take some time off over the next month or so and then potentially get back into the nonprofit sector.
