The Candy Man

I was amazed at what I saw a few weeks ago at a mall. I haven't been able to find anyone to complain to about it so I figured why not vent here. I was walking past the candy machines near the main entrance and was amazed to see the man filling the machines stick his had down the back of his pants and scratch his rear end then moments later stick the same hand (with no gloves) inside the machine and move the candy around before filling it (again with no gloves). This is the same candy that our children pay for and put in their mouths. In this day of germ an virus awareness shouldn't there be more care taken by these people? Where are the rules they must follow? Shame on the mall for not hiring cleaner people to do this job!
